REQUEST FOR APPLICATIONS FOR VOLUNTEER FIRE ASSISTANCE FUNDING The State of New Mexico, Energy, Minerals and Natural Resources Department (EMNRD), Forestry Division (Division) is now accepting Applications for the Volunteer Fire Assistance Program (VFA). This VFA grant is provided through emergency funds made available by the U.S. Department of Agriculture, Forest Service to protect communities from catastrophic wildland fire. Grant funding focuses primarily on wildland fire objectives including: 1) equipping rural fire departments with wildland fire equipment; 2) organizing rural fire departments for wildland fire response; and 3) wildland fire prevention. Structural firefighting objectives are a lower priority, but EMNRD may consider them if benefit from these projects will carry over into wildland objectives. Eligible Applicants are municipalities, counties, and tribes that service rural communities with less than 10,000 people and who can provide 10% cost-share match. EMNRD will place a strong emphasis on wildland personal protective equipment and firefighting equipment. EMNRD will give higher priority to projects that enhance local governmental entities’ capabilities to safely respond to and manage wildland fires in medium/high risk areas (as identified in the New Mexico Forest Action Plan) through the response of their rural/volunteer fire departments, focusing on the wildland objectives described above. EMNRD may also give consideration to structural fire objectives showcasing a regional benefit, though this will be given a lower priority. Items with an individual cost greater than $5,000 are considered capital outlay and are not eligible for funding. All-terrain vehicles and utility-terrain vehicles are NOT eligible for funding. Distribution of funding is on a competitive basis. Criteria used by fire managers to rate applications includes: clear project objectives; budget; proximity to, or response jurisdiction for, medium/high priority and medium/high hazard at risk communities; proximity to federal lands; and local government capability. Applications may be funded at whole or in part dependent upon the total number of applications received and the ranking of the individual applications. REQUEST FOR PROPOSAL/BIDS Santa Clara Pueblo Housing Authority (SCPHA), the Tribally Designated Housing Entity for the Pueblo of Santa Clara (Pueblo), is acting as the General Contractor for the construction of one home with the possibility of up to six residential housing units, depending on funding availability ,located within Santa Clara Pueblo (Project area). Each Unit will be approximately up to 1800 square feet and consist of four-bedroom and two baths. Depending on lot size and Design specifications for a single- or two-story unit. As General Contractor, SCPHA will be procuring contracts for eligible subcontractors to provide services in one or more of the following Construction Specifications Institute Divisions (Divisions) to provide collectively Subcontracting Services on the following areas: (construction documents will be provided) 1.Concrete pad, with (plumbing coordination) with specific schedule of completion. 2.Framing (single story or two story) with specific schedule of completion. 3.Electrical, with specific schedule of completion. 4.Plumbing; (heating, ventilation, and air conditioning) with specific schedule of completion. 5.Stucco & Roofing; (insulation, drywall, and flooring) with specific schedule of completion, and 6.Interior finish work; (all interior lights, bathroom all fixtures, kitchen all cabinets, appliances, and fixtures) with specific schedule of completion. The prospective subcontractor may submit a proposal/bid covering one or more Divisions for one home, with the possibility to work on up to six homes depending on funding/Grant availability. Construction of home (or Homes) must be completed on or before May 10, 2021. Consistent with Project specifications, proposal/bid estimates under this RFP are to be based on industry standard units (e.g., linear foot, square, etc.) and supplies specified. The prospective subcontractor must provide a guaranteed, fixed cost per Unit based on floorplan and supplies and materials for the duration of the Project. The work to be performed under the proposal is on a project subject to section 7(b) of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5307(b)) and section 3 of the Housing and Urban Development Act of 1968 (Section 3). Section 7(b) requires that to the greatest extent feasible (1) preference and opportunities for training and employment shall be given to Indians, and (2) preferences in the award of contracts and subcontracts shall be given to Indian organizations and Indian-owned Economic Enterprises. All entities submitting proposals and claiming Indian Preference must include documentation satisfactory to show that they are Indian owned. Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to lower income residents of the project area and contracts for work in connection with the project be awarded to business concerns that are located in, or owned in substantial part by persons residing in the areas of the project. All subcontracts executed between the proposer and its subcontractors, if any, also are subject to these provisions, and language requiring such compliance will be included in all subcontracts. In addition to the 7(b) and 3 compliance requirements, the successful proposer must comply and ensure subcontractor compliance with the Copeland Act (29 C.F.R. Part 3); 2 C.F.R. Part 200, including but not limited to procurement requirements, requirements related to reporting, patent rights, and/or copyrights and other rights to data; SCPHA Procurement, Inventory, Acquisition, Disposition, and Housing Standards Policy; and all other applicable laws, rules, and regulations. Threshold Requirements: 1. If the proposal exceeds $100,000 for work on all units, the prospective subcontractor must demonstrate capacity to obtain a 100% Performance and Payment bond (or one of the alternatives identified in 24 C.F.R. 1000.26(a)(11)). 2. The prospective subcontractor must possess a valid general contractor’s license issued by the State of New Mexico and provide proof of licensure. 3. The prospective subcontractor must not be on the HUD Suspended or Debarred list. 4. The prospective subcontractor must assure its work is performed in compliance with the standards established under the Housing and Construction Codes as codified in Title 14 of the New Mexico Administrative Code as may be amended from time to time, or the International Building Codes, whichever is more stringent. 5. The prospective subcontractor must provide for a one-year contractor’s warranty period in addition to any product or manufacturer’s warranty; such warranty commencing upon the date its work in each home is inspected and accepted by SCPHA. During such warranty period, contractor shall be required to repair any construction defect discovered. SCPHA may hold retainage in the amount of ten percent of the contract, and at the end of contractor’s warranty period and correction of any defect, the balance of the retainage will be paid to contractor. In the alternative and in lieu of retainage, the contractor may provide a warranty bond for the duration of the warranty period. 6. The prospective subcontractor must provide proof of insurance for: Workers Compensation, in accordance with state law; Commercial General Liability in an amount acceptable to SCPHA; and Automobile Liability on owned and non-owned motor vehicles used on the site or in connection with the Project in an amount acceptable to SCPHA. Grading Selection Process: The selection of the subcontractor will be based on the following evaluation criteria and point rating for each category: 1. 30 Points: Successful performance and experience of five years with Indian housing entities or Santa Clara Pueblo performing the proposed bidding categories; 2. 25 Points: Overall cost of proposal; 3. 20 Points: Volume and nature of present workload and staff quantity with experience and professional training of key personnel and availability of additional personnel to provide services as scheduled, if necessary; 4. 10 Points: Evidence of Professional Licensing and Bonding Capacity; 5. 10 Points: Section 3 List of Reference; (Contact name, Phone, email, position of work); and 6. 5 Points: Indian Preference. All prospective subcontractors shall attend a mandatory pre-bid meeting at which time complete Project specifications and scopes of work will be provided.
